City leaders react to legislation that de-annexes Smith Reynolds Airport from Winston-Salem
ALL RIGHT, JACQUELINE, THANK YOU. THERE IS A BILL IN THE GENERAL ASSEMBLY THAT WOULD DENY SMITH, REYNOLDS AIRPORT FROM THE CITY OF WINSTON SALEM. THE COUNTY BOARD OF COMMISSIONERS SUPPORTS IT, BUT WINSTON SALEM, MAYOR SAYS HE IS CONCERNED. JOSHUA DAVIS JOINS US LIVE IN WINSTON-SALEM WITH THE STORY NOW. JOSHUA. WINSTON IN SALEM. MAYOR ALLEN JOINS SAYS REMOVING SMITH REYNOLDS AIRPORT FROM THE BOUNDARIES OF WINSTON-SALEM WOULD HAVE SEVERAL NEGATIVE EFFECTS FOR THE COMMUNITY. BUT THE FORSYTH COUNTY BOARD OF COMMISSIONERS SEES THE BENEFITS FROM A CITY GOVERNMENT STANDPOINT, WE THINK IT’S REALLY BAD IDEA. HOUSE BILL 459 WOULD REMOVE SMITH REYNOLDS AIRPORT FROM THE CITY OF WINSTON-SALEM. REPRESENTATIVES DONNIE LAM, BETH KYLE HALL AND JEFF ZINGER FILED IT LAST WEEK. WINSTON-SALEM MAYOR ALAN JOYCE SAYS THE BILL WOULD LIMIT THE CITY’S ABILITY TO RESPOND TO ISSUES WITH THE AIRPORT AND ITS SURROUNDING AREA, SUCH AS STREAM BANK EROSION ON BRUSHY FORT CREEK. IT PUTS THE CITIZENS THERE, PARTICULARLY IN THE CAPITAL HEIGHTS AND NEIGHBORHOOD AND OTHERS REALLY WITHOUT A REPRESENTATION THAT CAN IMPACT THEIR LIVES ON A DAILY BASIS. THE MAYOR’S OFFICE IS ALSO CONCERNED WITH HOW THE D.A. ATION AFFECTS THE CITY ECONOMICALLY. HE SAYS WINSTON-SALEM STANDS TO LOSE OVER HALF A MILLION DOLLARS A YEAR IN REVENUE, WHICH MAY MEAN INCREASING THE CITY’S TAX RATE TO MAKE UP THE DIFFERENCE. IF YOU LOSE THAT AND OUR BUDGET IS ALREADY VERY TIGHT GOING FORWARD, SO TAKE OUT THAT BIG HUNK OF MONEY, SO TO SPEAK. IT PUTS OUR BUDGET IN MORE DIFFICULT TO BALANCE WITH OUR TAX INCREASE. IN A STATEMENT RELEASED BY THE FORSYTH COUNTY BOARD CHAIR, THEY ARGUED THE BENEFITS OF THE ANNEXATION, SAYING DE ANNEXATION WILL PLACE THE AIRPORT ON THE SAME FOOTING AS MANY OTHERS IN THE STATE. TAX WISE, SUCH AS PIEDMONT TRIAD INTERNATIONAL AIRPORT AND DAVIDSON COUNTY AIRPORT. THE BOARD ALSO SAYS IT RECOGNIZES REVENUE LOST TO THE CITY OF WINSTON-SALEM AND WANT TO INCLUDE THAT AS PART OF FUTURE DISCUSSIONS. "From a city government standpoint, we think it's a really bad idea," he says. Reps. Donny Lambeth, Kyle Hall and Jeff Zenger filed it last week. Mayor Joines says the bill would limit the city’s ability to respond to issues with the airport and its surrounding area, such as stream bank erosion on Brushy Fork Creek. "It puts the citizens here, particularly in the capitol heights and neighborhood and others, really without a representation that can impact their lives on a daily basis," he says. The Mayor’s office is also concerned with how the de-annexation affects the city economically. He says the city could stand to lose over half a million dollars a year in revenue. It means possibly increasing the city’s tax rate to make up the difference. "Our budget's already very tight," says Joines. "Going forward and taking out that big hunk of money, so to speak, puts our budget in a more difficult situation, balancing that with our tax increase."
